Fresh Refurbishment for Government Client Amid COVID-19 Restrictions

The Client required the full refurbishment of existing tenancies and base building amenities on Levels 7 and 8 and upgrades to the existing tenancy on Level 9. Stage 1 involved consolidation of  staff to Levels 7 and 9 to allow for the refurbishment of Level 8 and upgrade of mechanical, IT and security services across the two floors.

Graphite was engaged in an Early Contractor Involvement (ECI) model to investigate construction methodologies, undertake site investigations, verify the design and manage the value engineering process. Following an open-book trade tender procurement, Graphite developed a fixed lump sum price for the works.

Staged Construction in a Live Environment

Following completion of the ECI period, Graphite was engaged to deliver the refurbishment works under a Design and Construct Lump Sum. On completion of Stage 1 (level 8), Graphite assisted the Client in the relocation of staff, allowing for the commencement of the Stage 2 works on Level 7.

Works were co-ordinated to ensure critical IT, security, mechanical and audio-visual services were maintained on the opposing floors allowing the Client to maintain business operations without disruption.

 

Agility and Flexibility

Collaboration between the design and construction teams ensured the success of the project. Substantial design changes and construction constraints were managed within programme and under budget. Design changes were verified, assessed, costed and implement to ensure integration and compliance with the design brief. Site specific WHS protocols were developed and implemented to mitigate the risk of the COVID-19 health pandemic, ensuring works on site continued and the project was completed on programme.
